I know exactly what you mean: I’ve seen lots of contests that reward people if they gave many “likes” to the specific company fan page. Press releases, ads and so on about their contest on Facebook. Such effort wasted to promote Facebook, when they could organize the CONTEST on THE COMPANY SITE and make AN EVENT on FACEBOOK to promote it.
It is really very important that a business who uses and take advantage of the benefits of this social media- Facebook needs to establish relationship to its friends. This is for the reason that these friends can be converted in becoming their clients. It is best that you don’t spam them but instead do things that will attract them to your product, services and niche.
